Ken Rothman, a former police officer whom Avery fired for beating a suspect, infiltrates the police station by faking his death, and he and his men quickly take the station and most of the staff (except for Frank) hostage. Rothman demands that his reputation be cleared, but John manages to escape and hide in the building, soon discovering that Rothman has a stockpile of smallpox manufactured in Russia. John manages to take out a few terrorists before being recaptured, and Rothman leaves John and Avery behind with a broken vial of smallpox. It is fake, but the entire situation is a trap to obtain the smallpox vaccine to sell it as a biological weapon. Doe realizes this, and they manage to capture Rothman just in time.
